The site was originally bought in December 1957 for $3.2 million and in April 1958, the site was dedicated by President Eisenhower. It was used as a military base until 1961, when a typhoon damaged the power station. The power station was repaired by December 1960 and was again used as a naval base until April 1961. In this time the base was used for medical examination facilities and for some of the shipbuilding materials necessary for the construction of the new aircraft carrier which was intended to be built for the U.S. Navy. The construction of the carrier was scheduled for the early 1960s but it began in late 1962, and it took place in February 1963.
